Leonia Chesterfield is a senior competition and regulatory lawyer with significant in-house experience in both the public and private sectors.
Prior to joining Freeths, Leonia worked for several years at the UK’s Competition and Markets Authority advising on a broad range of litigation, merger control and international competition policy issues. In addition to her work on merger investigations and litigation matters, Leonia represented the UK’s interests internationally at the OECD’s Competition Committee. Formerly a senior litigator in private practice at a large city law firm, Leonia also has recent in-house experience in the fintech sector.
Leonia is experienced in regulatory investigations, competition litigation, dispute resolution, merger control, compliance, antitrust and consumer law, group actions and international competition policy. Leonia holds both an MA and Postgraduate Diploma in EU Competition Law, and has dual English and French law degrees from King’s College London (LLB) and the Sorbonne, Université de Paris I (Maîtrise).
Leonia’s interests include online markets, disruptive innovation, digital policy and consumer issues. She speaks French and Italian.
- Substantial public sector experience gained in competition litigation and merger investigations as part of both the CMA’s Merger and Litigation departments (formerly the Office of Fair Trading). Includes litigation in the Competition Appeal Tribunal (CAT) and the High Court, including warrant applications for dawn raids. Cases include the OFT’s banks test case litigation for unauthorised overdraft charges (before the Court of Appeal and Supreme Court).
- While in the CMA’s Policy and International team, leading international competition policy work on behalf of the UK in the OECD’s Competition Committee, particularly on digital matters. Includes input into the European Commission’s Digital Single Market reform agenda and other antitrust policy issues.
- Public and private sector consumer law experience, including product liability and group actions.
- Formerly a private practice litigator advising on regulatory liabilities and investigations following major incidents.
