About Jennifer
Jennifer has previously worked in-house for local authorities before moving to Freeths.
Jennifer’s experience includes, collaboration agreements, grant funding agreements, commercial contracts, public health contracts and public procurement including modifications to public contracts in accordance with public procurement legislation and advice in relation to tenderer queries following contract award. Jennifer has also advised on Freedom of Information Act 2000 requests in relation to tender processes including requests for contract and procurement documentation.
In addition, Jennifer has a wealth of experience advising on call-off contracts from a number of public sector frameworks, public procurement queries, concession contract queries and reviewing tender documentation, advising on the implementation of the Procurement Act 2023 and updating template goods and services contracts and procurement strategy documents.
Jennifer also advises on grant and subsidy awards by Local Authorities in relation to the Subsidy Control Act 2022 and the Statutory Guidance in applying the subsidy control principles.
Jennifer has also advised Local Authorities in relation to Data Protection matters and appropriate contract clauses including Data Protection Impact Assessments and Information / Data Sharing Agreements (ISA / DSA).
Since working at Freeths Jennifer has worked closely with the firm’s property team supporting Registered Providers / Housing Association clients and advising on the terms of their grant funding agreements.
As a previous in-house adviser Jennifer has experience of providing legal advice in the context of considering other organisational and reputational risks and identifying wider issues that the client may need to consider.

Recent work
Much of Jennifer’s commercial experience includes, drafting, reviewing and negotiating on public sector contracts also advising the client on negotiation options and general commercial reviews with risks and options for enforcement. While working in-house the commercial advice also considered governance and statutory matters such as checking if authorisations were in place and procurement legislation, including where contracts were modified or extended.
Types of agreements Jennifer has worked on include the following:
- Grant agreements for Local Authorities in relation to community infrastructure developments
- Subsidy Control Assessments in relation to grant agreements and grant schemes
- Advising on services agreements in relation to various Adult Services and community services
- Drafting Adult learning agreements with local learning Providers
- Working with Local Authority Public Health teams drafting agreements for public health and nursing services
- Advising a Public Health team in relation to private water supply testing and advising on options regarding using statutory powers in relation to contractual agreements with other parties
- Advising on a Licence Agreement in relation to 5G Small Cell Telecoms providers
- Experience in providing risks and mitigations based advice to internal clients in relation to choice of procurement procedure for a variety of Local Authority contracts
- In related matters Jennifer has also advised on Data Protection Impact Assessments and Information Sharing Agreements and can highlight to clients where there may be further data protection matters to consider in relation to an agreement
- Grant funding agreements for Registered Providers / Housing Associations in relation to social housing developments which are supported with funding from Local Authorities
