Lei specialises in non-contentious construction and engineering matters with a focus on infrastructure, renewable energy, hospitality and food & drinks industry as well as general real estate development and financing. Lei has experience in drafting, negotiation and advice on standard form contracts including, JCT, NEC, and MF/1 as well as bespoke infrastructure EPC & EPCM agreements. Lei has experience in advising cross border transactions for international clients in the energy and real estate sectors.

Lei is a native Chinese speaker and has previous experience in a large Chinese technology company and at a global law firm before joining Freeths.

Legal Services

Construction & Engineering

  • Acting for a landowner (Employer) advice and negotiation on professional team appointments in relation to relocation and construction of a sports stadium due to the construction of HS2.
  • Acting for an international accountancy firm as anchor tenant of a major development in Birmingham city centre involving advice on insolvency of main design and build contractor during the construction phase, review and analysis of the warranty package and obligations under agreement for lease, negotiation on further warranties and advice in relation to latent defects insurance.
  • Acting for a UK PLC in relation to acquisitions of several sub-contractors and provided due diligence on target company’s existing construction contracts, framework agreement call-offs involving review of modified NEC3 and NEC4 forms (Framework Contract, TSC, PSC and Subcontracts) as well as CECA Subcontract Form.
  • Acting for Tsinghua University Science Park in relation to Cambridge Science Park development in particular, completion deliverables as well as advising on sub-tenant completion deliverables and collateral warranties.
  • Acting for a regional developer client on a 66-unit residential development scheme in Manchester.
  • Acting for an FTSE 250 student property developer drafting and negotiating consultant appointments, collateral warranties and security documents on student property developments.



Clean Energy, Waste & Sustainability

  • Acting for a Singaporean waste management developer in relation to a Waste Electrical and Electronic Equipment (WEEE) recycling plant which involved drafting of separate EPC and EPCM contracts as well as standalone Purchase Orders with interfacing provisions and security documents.
  • Acting for a UK national independent power producer in relation to capacity market changes and reviewing original EPC contracts and existing O&M agreements for three separate gas fire power stations.
  • Acting for a major university in London and successfully defended a £3.2m claim in an adjudication relating to an EPC contract for upgrading and installation of a CHP plant as well as dealing with subsequent settlement and EPC contract variations.
  • Acting for a global communication technology infrastructure company in relation to preparation of building contract (JCT D&B form) and related advice for its UK headquarter office fit out works in Berkshire.
  • Acting for a real estate investment firm in relation to advice and negotiation of building contract (JCT D&B form) for a new office fit-out project at New Bond Street, London.
  • Acting for a global financial data company in relation to advice and negotiation of a building contract for its UK headquarter refurbishment project in Leeds.
  • Acting for banks and lending institutions on real estate finance transactions including reviewing construction documents and advice on security documents such as collateral warranties, third party rights, bonds and guarantees.

Logistics & Warehousing

  • Acting for a UK PLC in relation to new warehouse development project involving complex traditional procurement methods and meeting funder requirements involving drafting and negotiation of professional team appointments, separate JCT forms contracts and review of NEC3 PSC short form for sub-consultant.
  • Acting for international diesel engine/PGU manufacturer in relation to several real estate deals including a new warehouse depot development, review and drafting of schedule of amendments to JCT forms and warranties.

Drinks, Hospitality & Leisure

  • Acting for global fast-food chain on all new restaurant developments including negotiation and drafting of construction documents and collateral warranties as well as construction advice on development agreements and agreements for lease.
  • Acting for a major US fast food chain in relation to its UK expansion and rollout including drafting and negotiation on all consultant appointments and construction related advice.
  • Acting for Haidilao/Yihai in relation to £5m warehouse purchase and associated construction advice.
  • Acting for an Irish hotel operator (tenant) in relation to new hotel developments in Newcastle and Birmingham.


  • Acting for a major care home developer in relation to several assisted living and retirement developments in UK.
