With the spectre of handback looming on the horizon for a number of PFI projects, public authorities and contractors need to focus now on the handback process. The management of the PFI legacy promises to be a challenge for both public and private sector partners. Even if you have an 8 year lead in, you need to be planning now.

Do you and your team understand the complexities of PFI handback? Do you understand the extremely long lead times required to gather documentation, consider the impact of variations, procure a team of experts and conduct a survey on the asset? Jackie Heeds: Freeths, Chair
Jackie is a partner in Freeths Major Projects Team with over 20 years’ experience in complex infrastructure and commercial transactions gained in major international law firms and procured through a range of public private partnerships including PFI/PF2 and joint ventures. Her particular expertise covers infrastructure projects in a wide variety of market sectors including transport, regeneration, accommodation and education, advising public and private sector clients as well as lenders. Jackie is used to working as an integrated member of a multi-disciplinary team typically leading on projects from their inception through to completion.

James Larmour: Freeths, Panellist
James has over 18 years’ experience of advising on PFI projects. Recognised as a PFI expert by the Legal 500, James advises on structuring primary market projects, secondary market acquisitions and disposals and managing projects throughout their lifecycle, including change management, equity restructuring and refinancing.

Rhiannon Williams: Grant Thornton, Panellist
Rhiannon is a Director in the Healthcare Advisory team having worked in the healthcare industry for over 20 years. She has advised on a number of PFI projects from the first PFI contract in the NHS and, most recently, she has advised on a PFI termination. She has wide experience of complex healthcare mandates between the public and private sector and is experienced in developing extensive business cases.

Mark Whittaker: Thomson FM, Panellist
Mark Whittaker is an FM Solutions Consultant, as well as a Non-Executive Director of the Institute of Workplace and Facilities Management (IWFM). As an independent facilities management and lifecycle cost consultancy, Thomson FM possess extensive experience of working in the PFI/PPP sector on a variety of technical commissions.
