Jackie Heeds – Partner, Freeths Jackie is a partner in Freeths Infrastructure and Major Projects Group having joined the firm in September 2020. She has over 20 years’ experience in major infrastructure, commercial PPP and PFI transactions, gained from working in infrastructure and projects teams in major international law practices. She leads on infrastructure arrangements in a diverse range of sectors, advising public and private sector clients together with funders. Jackie’s work typically involves her in the drafting and negotiation of complex commercial arrangements working alongside specialists from a variety of disciplines. Jackie has been recognised as a Leading Individual in her field for the North West region from 2016 to 2020.Paul Styler – Director, ETLPaul is an Accountant who has specialised in structured finance/PPP and related commercial aspects of asset development for over 20 years. He has worked in the NHS and for ‘Big 4’ Accountancy as well as global built asset practices, supporting clients to develop and work within complex contractual structures. He has advised on over 100 PPPs and continues to support operation and near expiry projects. He has structured, advised and managed various PPPs, advised on the sale/disposal PPP assets (secondary market transactions), and contributed to UK PPP guidance. He has supported clients across the UK, North America and Europe and authored of a number of health-focused PPP expiry thought pieces.Rob Holt – Group Executive Director, Robertson GroupRobert has been a Group Board Director for Robertson Group since November 2017. He joined Robertson having had a successful career leading both major construction and services companies in the UK. Robert has over 30 years’ experience of working either for, or with the public sector to deliver transformational programmes.Neil Williams – PFI Contract Manager, County Durham and Darlington NHS Foundation TrustNeil has worked within the NHS since 1997. He started working within the Capital Development department delivering the Trust’s annual capital programme, primarily focusing on the design of mechanical and electrical services, and then checking the quality of the work on site. Due to the significant increase in workload, the role migrated into the project management of capital schemes and the preparation of contracts.Neil then began managing the Trust’s three PFI contracts in 2007. The contracts cover one acute and two community hospitals. Neil’s role involves contract compliance, financial monitoring, and management of contract variations including small works, major alterations, and Change in Law. He is currently working with the Infrastructure and Projects Authority (IPA) to prepare one contract for hand back in 2028.James Larmour - Freeths LLPJames has twenty years’ experience of advising on a number of complex and innovative infrastructure and project finance transactions. These include a number of PFIs, PPPs, joint ventures, outsourcing and M&A deals, both within the UK and overseas. James has advised local government, private equity funds, sponsors, senior lenders, construction contractors and service providers on transactions across a diverse range of sectors (including accommodation, custodial, education, energy, healthcare, roads, rail, waste and wastewater).
